I like to do both. First, I decide on a theme, such as the fall one in the layout above. Next I choose the page setup. I like to use a combination of shapes. Typically my photos are on square mats with decorative square pages behind them. I also like to use circles and various other elements that have different shapes. I find my focal point and start to build.
I acquire different digital papers from various places such as the ones used from the multimedia crafts digital etsy shop, “Weathered Wood paper kit“, and the FREEBIE paper pack, “Cinnamon and Spice” found here on the Multimedia Crafts Digital site.

Next, I add elements I found from sources such as pixel scrapper to accent the layout. I like to use leaves, bows, wooden shapes, and metal pieces, like the chain connecting the photo to the black button. I also typically add flowers, sparkle from sequin, paint spatter, and all sorts of fun embellishments.
Finally, I finish the project off with a title and sometimes a catchy phrase. I try to make sure that it represents what the scrapbook layout is all about.
I hope that this mini layout tip was helpful. Happy crafting!
